XMLRPC sync fixes and improvements
- Fix CARP/HA sync option (port/protocol)
- Honor enable/disable checkboxes
- Fix literal IPv6 handling for sync targets
- Do settings validation and only try to sync when configuration is valid
- Code cleanup
